Programming of Online Contest - Test: please do not bid

We would like to create an online contest similar to the one done by Threadless (we are not focusing on T-shirts though).

We want to be able to post different contests for our community. Members of our community can participate in the contest. For this purpose they have to upload some pictures picture and some text. Other members of the community can vote on the entries.

Please carefully consider the attached file for a more detailed specification.

It would be most welcome if you have already had experience with online voting contests.

Quality and delivery on time count at least as much as price.
