simple project similar to textsfromlastnight

I want a simple site like textsfromlastnight.com. Recently I hired someone to do it and they just did a cracked version so unless you can make it yourself don't bother bidding. Obviously it will be some sort of CMS but the direction which you take doesn't bother me as long as it is simple to use and edit by me. I have done the designs so I can send it to you once you are hired. This is what I need: User comes to site and can read stories etc. Should they wish to upload their own story they log into their account and upload it based on these things: Location, Genre. They will have a title, a byline (20 odd words to describe the story(I wish to be able to limit characters etc)). After uploading the story it is sent to me to audit before it is approved and available to be read by users. Users can then rate, comment, or share the story etcetc through social networking sites such as facebook and twitter. The main page will display stories uploaded from the current day, sorted by most popular as voted by users. There will be another tab called best stories... where users can then see best stories of the week of the year of all time etc... There will be another tab where users can sort stories by genre.. based on this they can also see best of all time etc within that genre There will be another tab where they can sort by location and maybe genre at the same time... once again sorted by rating etcetc.. this may seem a little confusing but I will explain it more in depth once you are hired.
