Web Services Page Design & Coding for Catalyst Wordpress Blog

I have a Live Wordpress Blog using the "Catalyst" Theme framework already up and running and I now want to add a slick & clean looking services page that loads fast, is quick to the point and offers different pages/links to different services. You will create 1 main services page and then any sub service pages can use a similar framework to this page. Knowing how to replicate the design style of other sites is an important skill. The design should use nice title font like Bebas or Oswald or Gotham, Open Sans or another clean looking font that works for titles. For the services, some nice icons, arrows or bullet point to let the customer know what the service offers would be great. Then for the pricing, have a number crossed up (discount design) and then a lower price beside it or beneath it. Finally below the services info and pricing, a "Order Now" button in Orange that looks like the buttons used at [login to view URL] This is a simplistic version of what I am looking for: [login to view URL] - I want the design to use better fonts, better "order" or "buy" buttons and colored arrows instead of bullet points. Some example of web services sites I look. I especially like sites where it has a vertical navigation on the left and you can click to load different services on the right column. [login to view URL] - like how the icons light up when hovering. I will be providing a simple mockup as well to better guide the design process. No content will need to be written, as I will provide it myself. I only need a simple design for 1 service page and then when coded this page can be replicated for the other services that will be offered. The "Order Now" button should function with PayPal, Stripe or a simple shopping cart system. If the user can add extra services to cart easily that would be great or if they can order "packages" of services. Must have knowledge of Web Design, HTML5, CSS, Wordpress, plugins and clean seo friendly code. Looking to get project done for $50-80, don't have a big budget right now. Thanks.
