Website completion

I am looking for to complete my existing website (Posting of contact details is prohibited by Freelancer.com admin) (about 10 pages to complete). The website has been done in PHP in an open source system call PHPWCMS. The pages are all based on the same template so it is a matter of inserting text and images and any other finessing. I would like to keep the costs down so I suspect completing the website would be more cost-effective than rebuilding it - however I am open to suggestions. The website does not contain e-commerce. I have Jumba hosting the site. I am also looking to be able to eaily amend the site myself in future and to maintain an ongoing relationship with a company for this purpose. In addition, I would like some assistance with SEO, however completing the website is the most urgent thing, with SEO immediately following. Importantly, I am looking for very quick turnaround. Please note that the budget I have chosen below is for completing the website, but I understand that SEO would increase that amount.
