My Website Needs an Upgrade

I have a website that I am currently using that I like but I need to have some enhancements made to it but I do not want to change the look and feel of my site. Here are the things that I would like to have done to my site: 1) Please add a CMS to my site so that I can edit and/all of the text within the site, add new pages or re-order my page order in the navigation menu, change out photos if needed. Currently my site has to be edited in HTML and I cannot do this on my own. I DO NOT WANT A WORDPRESS, JOOMLA, or RELATED SITE. I want MY SITE to have a CMS system without changing the design of it. 2) Currently my site has a Left Navigation Bar Column with a larger body section to the Right. I would like to add a column to the far right of the page that is the same size of my left sidebar. 3) I would like to change the blue background of my site to a gradient background. 4) I need to be sure that the site will function in all browsers. 5) I would like to add a SWF Flash Video to my Home Page as well. I am very clear in the job that I need to have completed, please do not bid on this job unless you can complete all of the items listed above. This is the 3rd time that I have had to post this job because I have already wasted too much money when people have not been able to complete the project as I described. I have a very limited budget for this project, but I will definitely steer any future work to this freelancer. Thanks,
