PSD to Responsive WP Template

We have a PSD for a Wordpress website. I am looking for a theme developer. The WP site should be responsive, CSS should be W3C compliant and needless to say well commented and in 'divs' and not in 'tables.' First and foremost it should be within 2-4% of the given PSD. Anything less than that will not be accepted. All parts of the website should be editable via widgets without any cumbersome necessary HTML in the content. Bear in mind that your end user is not a programmer but a moderately Internet savvy website user. The right programmer will be considered for future projects. However, we are a pixel-perfect shop. If you are inexperienced in template development and/or lack the attention to details, please disregard this posting - you are not the right candidate.
