Server Back-end for iOS Survey App

I want to develop a server back-end for my iOS survey app.
When contacted by the iOS app, the server should:
1. Record basic user data
2. Push the first question (parsed on the iPhone using JSON)
3. Record the pushed response and return the subsequent question according to a pre-defined survey logic structure (ie a certain response leads on to a particular question).
