Web Systems Generator

Basically I am requesting to build a website that enables users to create their own website. The user will open a website in which ther is the HTML page that will display a form asking the user to fill-in the form and write the different fields for the different HTML Pages he wants to create. For example what title to insert, which colour, alignment; what paragraph to insert, alignment, text size, font etc...which image to insert, where and the url to the image from the user's laptop. (This image could be then saved to the user's website database) Of course the first form will request the general information of the website (Title for the website and for the URL; the number of menu option for the menu bar to and where to positioning it; colours for the header, body, menu etc...; first/landing page; links) Then the following forms will be related to each menu category. and for the server -side pages (either asp or php). All of this should be done in HTML/CSS (for the forms) and PHP or ASP (for processing the information on the back-end). The results of the forms should be then saved into the database created for that particular website of the user. When finally, the user clicks submit, it will automatically generate a folder with in it all the pages of that website that the user is trying to build and the local database in MS Access, if he has requested for it, Attached there design for the website.
