Build ALPR script (automated license plate recognition)

Right now, I use ALPR to recognize cars license plate, using [login to view URL]
This recognizes license plates from images.
Now my problem is about getting license plates from VIDEOs too.
I need a script so that I can apply this API to videos.
One way could be to find a way to stop the frame each time a car is detected, cut an image with it and then apply platerecognizer API on that image (as it works now).
Any other suggestion of flow is welcomed.
A practical example of the purpose of this script:
I should be able to use a camera (installed on my car) and record what's in front of my car for 30 minutes let's say.
In these 30 minutes I encounter 15 cars.
The script should return an image with each car and its associated license plate text (using platerecognizer).
