Build an automated accounting program

We are looking for a software developer to build a program that will handle the pay roll and customer invoices and payments.
We need the following in the program:
-staff log in
-enter a new customer profile
-staff can select customers that have attended a class (we are a tutoring school)
-if student attends class, email will be automatically sent asking for payment
-program will track number of hours staff has worked and create a pay roll
-there will be an administrator account where the boss can see everything and staff will be limited in what they can see
-program can create a profit and loss report
-each staff will have access to their own account
-is backed up daily (preferably to our google drive)
-program will be web based, with no on going fees from the freelancer, with the exception of support when needed.
-as per freelancer terms, no funds will be released till the completion of the project, and is being used in practice and bugs have been sorted.
-Must show progress every 3 days or project will be cancelled
-other tasks as needed will be discussed
