Build A custom code for opnsense captive portal to do custom work

Job Description:
Im looking for a professional opnsense developer who can build a proper workflow for its captive portal to operate in a custom way as follows:
1. a captive portal page is displayed where we collect mandatory fields as well as optional field. mandatory field is mobile number.
2. once mobile number is given on the captive portal page sms is sent to the user with pin code to access the captive portal.
3. if user provides pin code correctly he is given a predefined time (we can define the time in a config file or in a defined field in minutes of hours)
4. options to sign with username and passwords if he doesn't want to provide the mobile number.
in a nutshell we want to have a full workable hotspot within opnsense.
keep in mind that we might use sms gateways to send sms so sms APIs might be useful here
