Build dashboard based on certain rules

Hello, My name is Albert and I have a lot of experience in Excel (including formulas, macros and VBA). I have been an Excel user for many years, I have taken courses and I have learned in a self-taught way all that the courses did not teach me. In addition, I am passionate about programming (Java, C ++, etc) and, of course, I have learned and used VBA many times to adapt Excel files (or Acces) for everything I needed when Excel itself can not do it. In VBA I have done everything: advanced calculation functions, functions to customize the display format depending on each case, simple automated copy and paste functions, etc. I can not specify more about this project because I do not have more information, what I can assure you is that I can do it satisfactorily.
