Build simple reporting plugin for WooCommerce

We have a website selling products from Sweden to all parts of the world. We need a freelancer who can build a very simple admin plugin which should be able to do the following:
1. Set date interval for report
2. Group sales and taxes for sales to customers in Sweden (Swedish VAT 25%)
3. Group sales and taxes for sales to companies within EU countries (No VAT to companies within EU)
4. Group sales and taxes for sales to consumers (private persons) within EU countries (EU VAT 25%)
5. Group sales and taxes for sales to customers outside of EU (no VAT)
Also we need to modify the woocommerce cart to include VAT number. If VAT-number is verified and customer are within the EU (and outside of Sweden) the customer should not pay any VAT.
And the last thing we need to do is to supply admin with the possibility to download a file with all of the VAT-numbers for any given month. This file should then be sent to the Swedish Tax Agency in a CSV-file.
