Code a webbased database-driven software

The software is already planned, we have a textual description and a dataflow-diagramm.
It depends on 11 main tables (plus about 5 supporting tables such as config-data, user or history).
Besides this there will be some input-masks sending data to the tables and output lists obtaining data from the tables. It will contain very fey logical elements.
The software should be able to handle .docx files as templates, so the user can choose a dataset, a word-template and the software generates an editable word-docx file from this.
You will mainly need skills in html, php, mysql, css and about the integration of .docx-files into this universe.
