create email templates using form

We have this website:

This application is coded in php5 and mysql.

It is used to create email templates, please check how to create, edit, view, export for instance IFD News ones.

What we need

1-Create new form (add, edit) records, to generate a template dynamically that should look like this one that is the html template:

[login to view URL]

Admin user will be able to see generated records, view it online (new window) export it in html (as other records are working).

Finally, the generated html will be imported in outlook and MUST look exactly as html template provided, but with dynamic content.
