Create A WordPress Visual Composer Plugin

We are looking for someone who can create a plugin for visual composer that allows us to add in a parallax image within a column within a row. You can see an example on this theme (right below the main image slider): [login to view URL] So looking at the above example scroll down to the row that shows "Our Commitment" and the grey truck on the right with the Parallax effect. We want a plugin that allows us to do this easily in Visual Composer so that our clients do not need to add shortcodes either. So the row would be able to add a colored box (using a color selector), add text to it (with ability to add font size and color, and style), and the parallax image to the right (or left). Please show past examples of Visual Composer plugin work done. Thanks.
