I have a small crowdfunding website that utilizes PHP, MYSQL, Laravel, and MVC Framework. It has been developed completely. It currently was built to take advantage of Paypal's Adaptive Payments System which delays and chains payments once a campaign has completed. The entire development is complete. My problem is that Paypal does not support the Adaptive Payment System and has gotten rid of it. I was not able to obtain an AppID, therefore I can not use the payment system that's built into my website. I need to find a way around this issue asap.
I called and spoke to PayPal Tech Support and they suggested PayPal Payouts as the alternative solution. I applied for that and am currently awaiting 4-5 days for that approval.
I need guidance, recommendations, and someone who can go into my site and implement the SDK/API fast. I only have a week until my launch which means I need to fix and implement this new solution in under five days in order to test.
I'm open to all offers, but as I'm only one person, I have a limited budget. Finding the right developer is important. I need someone who can communicate clearly, and someone who I can come back to for future projects and fixes.

Donator (person coming to site to place donations in order to support a campaign)
Creator (person who needs to raise funds and creates a campaign on our website)
Platform (this is our website and admins)
Donator selects either a campaign reward, which has a set price, or they make a donation of any amount they want for the project they want to support. They are taken to a simple form which collects basic information and then is sent to paypal to finish the donation process. Once completed at PayPal, they are sent back to the campaign page and is greeted with a thank you message.
The donations, by way of PayPal Adaptive Payments, is verified, and placed on hold until the campaign is successfully completed. If the campaign fails to meet their goal by the deadline, all donations are cancelled and no one is charged. This is called all-or-nothing funding. This process is important because I CAN NOT have all of the donations placed into our company business PayPal account and then dispersed because of accounting reasons.

I need someone who understands PayPal Payouts and can configure my site to work with this system as it does with Adaptive Payments.

Can you make my payment system work with PayPal Payouts?
If not, would Stripe Connect be a better solution?
Would Braintree be a better solution?
I've applied for Payouts and Braintree just to have my option open.
