Frontend developer need for responsive design

I am building and publishing a small web site using R, RStudio, Hugo, Rmarkdown, Github and Netlify. An iframe with some interactive elements is also involved. I am looking for some help, mostly CSS I believe, in optimizing the look of the site on desktop and mobile.

Strong knowledge of CSS is required. Hugo would be ideal as well.
