A hot-or-not type system combined with league tables

I want multiple league tables I want a hot or not type system for each league table Site visitors will be presented with two photos at a time (hot or not) and will choose one The combined votes will be rank the image on it's table Each table will be ranked per day, month, year, and all time (the visitor can select which timescale they see) I also want users to be able to crate their own tables and share the link with their friends (fantasy leagues, but with photos) The script needs to deal with image uploads/compression There needs to be a 'report inappropriate content' link on each voting page I EVENTUALLY will look to have a mobile app developed, but this request is just for the web applicaiton
