Make changes to OSCommerce existing website

A programmer built a web site for me with a OSCommerce shopping cart

around it. I will need someone capable to make a few changes, especially for the shipping. I am using the flat rate shipping and would like to have a free shipping on jewelry items in the USA and a different rate for other items in the USA. For international orders I need to define a higher rate including jewelry for which there will be a flat rate defined as well.

The other changes will be minor. I also need some training on using Microsoft FrontPage to be able to edit and modify my web pages myself
