Online Radio Directory needed

I need someone to design me an online radio directory. The system will have the following: A registration portal for internet radio owners to submit their radio station (Shoutcast, IceCast, Etc.) to the directory for approval by admin. Each will have link to their site, a player for user to tune in, rate the station, follow the station, etc. Admin must be able to add station, listener users and station owner users. The directory will keep stat of air plays, listeners, visit by listeners (another group of users) Similar to this: [login to view URL] - Don't bid unless you understand the project fully.
