Platform:- Outlook 2016 and higher. Need:- We are looking for outlook add-in that will work on the outlook new item (email) to check for a specific condition on the email prior it can be send. Condition:- If the new email contain a specific recipient and subject doesn’t matches a key word, then the user must be prompted with warning pop-up.

You could use VSTO Library for presenting the Outlook Add-in. It would be written in Visual Studio .NET and it will be bound to NewMessage event within your Outlook, so it will process any incoming mail as well. Contact me for demo request so I could show you how it will work

I do not have experience with PHP but, I have worked with Outlook plugin written in Cpp and C#, MAPI, SMTP, IMAP/POP. I think your requirement can easily be fulfilled by an outlook plugin written in C#. My proposal would be an outlook plugin that can read your policies from registry or an local xml file at startup and apply that on new mail notification/ on get property for say pr_body.
