Part time technical project manager/developer

We are looking for somebody to manage the various sub-projects that are developed in Freelancer for a CRM system. The workscope is:
1. To listen the management needs, preparing the detailed technical specifications of the sub-project and making ready to post in freelancer.
2. To review bids from freelancers and choose the right freelancer
3. When a bid is accepted: Answer the questions of the freelancers, test and accept the job when the sub-project is completed.
4. To integrate the sub-project to CRM and test it.
5. If necessary to debug, to correct, to add new codes to the accepted sub-project (developing)
6. Works at least 10 hours a week, maximum 20 hours a week, and will be paid by hourly rate.
