Pastebin Website with accounts and incentive program(repost)

We are looking for a pastebin website with account option. The user using the pastebin can make accounts as well and they can see the pages they made in there accounts and the number of pageviews the page got. There would be a incentive program linked with the website in which the user would get paid according to the number of page views the page receives. Only unique page views would be counted. One IP would be considered unique only once in 24 hours. There would be a check to check the presence of browser. If a browser is present only then the page view would be counted. Other standard fraud prevention measures would we appreciated if they come from the coder. Design is little importance. Minimal basic design work would be ok. The functionality is of main importance. Time frame of execution and previous experience is the deciding factor is awarding the project! We wont mind if the coder uses Open source pastebin scripts for this project!
