Program a TrackingPortal Page

HI, i want a HTML page, which is responsive: 1. based on a themeforest template 2. right part contains google maps 3. u can add a phone number to a list... 4. u provide a API where an app (which is not part of the project posts the position) and SMS of the mobile 5. position of the mobile is shown on the map if there are credits left 6. after adding the mobile u can press track, if u have no credits, u get to payment page and can buy 20 credits, otherwise u can track... 7. u can see the SMS of the mobile, also provided by the API 8. a fake "demo" mobile will be shown,.... directly on the page
