Only Backend work of everything for this in PHP/MYSQL/Jquery i can handle for it. All this you provide is of general view of what you need but i need to discuss with you more than technical so i know how to code and finish within few months and you need to hire a designer to do the design for it as i dont do design at all. I am a fulltime coder and i do my JOB very well with security so you dont need to worry about HACK or anything with the voting system.
