Tare weight module for Open Cart

Option 1:
I need a way to add packaging tare weights to the total weight of an order BEFORE the shipping cost is calculated. I used to have this in Shopify but I would like to have it recreated in Open Cart. Not sure if it's possible since the shipping modules are all self contained from the looks of things. It might be necessary to write a brand new shipping module that adds tare weight into the calculation. I'm attaching the previous config file from Shopify here for your reference. I think I still have the Excel file that this was based on in case that's also needed.
Option 2:
The other option is to create a plugin that adds extra 30% weight to the product weight of everything in the inventory. This is not the most elegant solution so I'd like to avoid it, but it seems to be the only solution according to this article: [login to view URL]
