MS Tracker For Profiles

What I need is a working MS tracker. The tracker should track anyone who visits a MS profile and is logged in. The "members" page would consist of an image of their visitors in the order they visited, a link to the visitors profile, time of visit, IP, and it should also relist multiple visits from the same person. There should be an admin section for me to approve members and a PayPal payment module that will extract the users MS ID to then be approved in the admin secion. I have the code for this part already (which I will provide if it decreases the bid price), it will just have to be integrated. I also have a membership at a working tracker site if you want to try to recreate their tracker (which I will provide if it decreases the bid price). This can be done in one of many ways. You can either code it to work from an external javascript, which MS is blocking so a work around (which I have some ideas of how to do) for a way to use javascript on MS would have to be found. I have the code for a working javascript that reads MS cookies & IPs. If you can code in Flash this may be the best way to adapt the javascript, since MS won't be blocking Flash files anytime soon.
