we have a vTiger 6.4 with a customization.
Basically when we add a New Comment we can mark it to be Public or Private. If it is Private the customer can't see it in the CustomerPortal.
When we add a new comment we then have a Workflow that send an email to the Customer Contact email address which the comment text.
The problem is that the Workflow doesn't check if the comment is Public or Private so it just send the comment and that is not good.
