Web Transportation and Dispatch Modifications

I would like to add some functions to a transport app that is already ready, it is working fine, but we want to add some features.

Function 1: Currently the system to send a trip recognizes 2 things, by time and distance.

What I need to add now is that the system can generate an order of the drivers that connect and depending on how they connect so the races are sent, but always take into account the distance time. For example: If driver # 10 is 1 mile away from the drop location (5 min approxxi) and connected before driver # 4 that is closest to the drop location half mile, (2 min approx) the list would look like this: 1 - # 10 - is 1 mile away (5 min) 2 - # 4 - is half a mile away (2 min) The system will always dispatch driver # 10 first, even though it is closer to # 4, but the system must recognize that sending by the order of connected is a priority.

The other functions will be detailed to who accepts the offer.
