Website needs makeover

Hello everyone, hope all is well. I have this website that needs some work done. The website was built about 2 months ago and still no one is using it. The website was built with the Laravel PHP Framework and it was the developers first project. After consulting some professionals we were recommended a rebuild by a small company that specializes in web design and marketing. The owner of the website in question doesn't want to go as far as rebuilding the site, but is considering a frontend makeover. We would like someone with experience and would be able to give it that flair that would make is shine. We need someone who has experience and has made sites that are in use today and have been a success.
