Wordpress Optimization: Google Page Insights Optimizations

I need a web developer to optimize my wordpress site to acheive a "100%" score using google page insights and and "A" grade with Pingdom tools.
We are currently using elegant themes, w3total chache, AWS S3, AWS Cloudfront. The site loads pretty fast but our score is low.
The developer will be fixing all the following issues and others. To complete the project successfully, the developer must attempt to
fix every issue listed at google page insights and obtain a score of at least "90%" on google page insights desktop and mobile score and "A" with Pingdom.
100% score would be better, however, if there are difficulties we will consider this project complete at 90%.
