Wordpress Template Complete Build

I require for an individual to create a wordpress template based on a design. The project needs to be complete by 28/07/15 for review. Price is up for discussion, however price includes all changes required until all design and functionality are complete to satisfaction, including any additional features that are require to be implemented during build. Should there be too many additional changes an additional rate may be discussed. The current design requires 7 landing pages. Required pages include: >Home >Standard page >Filterable Page >Gallery >News >Sign Up >Sign In The basic landing page needs to include the following: > header with four main links (sticky header) - each link has a dropdown of subsequent links - member log in section to have separate dropdown that comes in from the side > logo bar >banner image >content area that populates automaticaly based on three sections: - basic content - news and articles - testimonials >footer broken into 3 sections: -logo -newsletter subscription form -social media section >sub footer bar that can add links Additional current design/feature requirements: >Service box - Image with silver border on bottom of 1px - Header directly below image - 3 lines of content >Carousel - Must be able to house content and additional widgets such as service box >Filtering >Full page width image widget >Member access - Sign up form - Logn in form Basic site design has been provided in PDF attached. Any assets required such as logo, images, color palette etc will be supplied to hired freelancer on request.
