I'm confident that I can solve this problem effectively.
To implement this webpage bot, I would write a perl script which scrapes the given webpage for the raw HTML data. Using regular expressions, I would filter the raw data and store the relevant fields, including the LTV, remaining term, address, URL, and so on. Then, to this collection of data, I would apply the given criteria so that we display a sublist of entries which fit your criteria.
I have experience writing Perl scripts to do things like this, having done much work on this at university. The university course involved doing many fun little Perl webscraping exercises, filtering the inputs and formatting the outputs. I should be able to do this project within a week, or less than a week, the weekend notwithstanding.
A simple early version would output to command line, but obviously you'd want something that outputs to something your client can actually read, like to a HTML webpage. I could do this. Additionally if your client wanted to control which criteria the sublist was sorted by, I could put these controls in the HTML page as well. If you want the webpage to look nice, of course, it would take more work.
