Fixing a ready Metatrader4 EA

Project budget :10-15 EURO

I have an existing EA ,that has 2 problems need to be fixed:

1- the rule is :when bullish candle closes above the highest moving average ,EA should close any open sell trade and open immediately a new buy trade,and when price closes below lowest MA ,EA should close any open buy trade and immediately open a new sell trade.

The problem is that the EA is always closing the trade correctly ,but sometimes doesn't open the new trades immediately ,it does it a candle or more later.

2-when an open trade is closed by SL ,or trailing stop ,EA should wait till price reverse between moving averages (a candle doesn'y have to close between them only reaching there is enough),and than open a buy trade if a bullish candle closed above the highest MA ,or sell trade if price candle closed below the lowest moving averages.

I have no clue how the EA is reentering the market now.

And making sure the EA is always putting stop loss and take profit.
