I want to make a state full bot of sorts for Instagram. The workflow I want to support is to be able to create a new post of an image with some text. The text will have a multiple choice question numbered like:

Some optional extra text.

When readers comment on the post any comments with a number prefixed by the # sign counts as an answer to the question and is then accumulated by updating the original question text with a total count for each answer. So after 3 comments the full post and comments might look like this :

Invalid answers are ignored and users only get one vote counted per post If a user votes multiple times only their last vote is counted.
If the post owner adds a comment to the post with the symbol #done then no votes past that comment are counted and the totals are now fixed.
Am open to several different languages for the implementation. Preferences are Elm, Python Elixir, C++, type script, agda, or Ocaml. Prefer no or very minimal frameworks, functional style programming models, and full unit test coverage.
Prefer to own the IP 100% but am open to open sourcing the result if you are willing to take less pay.
