Make a bulletproof read / write API with key support

I need an API created with read + write access, preferably built using Python. The API will allow a get request containing a key to fetch plain text data, sub 1000 KBs. The API will also allow for the writing of text data using a similar key. The API should be able to handle thousands, perhaps hundreds of thousands, of simultaneous requests every second and do the jobs with top-speed and "five nines" uptime. Think lots and lots of computers connecting to the single endpoint and handling all the requests quickly and easily.
The API will be hosted with Amazon, so I'd like the developer to have experience deploying APIs on AWS and helping me do so. I'd like to get this done by the end of the week preferably.
I am a developer but I don't have the time to build this out so I'm looking to farm it out.

I would recommend a serverless architecture using Amazon Lambda and API Gateway. Let's do some Python functions in Lambda for scalability! If you don't like serverless, I can also do a Flask API for you.
