Real Estate System using Blockchain Technology -- 2

I need a system working on blockchain technology, which can be able to sell or buy land repositories (digital transactions of buying and selling of land to different owners) (could be a specific number or token) through a secure transaction method. In simple, you can say it's a marketplace for buying and selling land. The preferred languages could be python, solidity, truffle framework, or I'm up for your suggestions too. You need to complete the project with your local machine, I don't want to put it on an actual blockchain network. Later on, when everything would be done then you need to help me out to install the project on my machine. You can use truffle, ganache or anything. It could be an app or a desktop application, whatever. But the system must be able to add land records, maintain those records, buy those records through a secure mechanism of blockchain. You can create a smart contract for every property listed on the system. I am up for every logical suggestion. My budget for this project is $150. Feel free to ask anything else about the project.
