Write a program to wait for a USB VID/PID to be inserted

We want a program that (compiles and) runs on windows and Linux. This program should display a window saying "Waiting for Device", once a USB device with the VID/PID number is inserted it should say "Pass" until the device is removed. Once the device is removed it returns to the first screen saying "Waiting For Device". It will almost certainly use libUSB and might be written in Python, C, C# (mono) etc. as long as it can easily be built and run on both Windows and Linux.
