Develop new features for our student recruitment webapp

I have been using our webapp developed with Ruby or Rails.
To explain how the app works:
User registers to the website, lands to dashboard, where they see different programs listed (they all created in admin panel, rails admin). Users click to apply button for a program and enrollment record is created for the user. From now on, users follows several steps towards completing their enrollment. In each step they take different actions, ie, make a payment, fill a typefom, upload a document etc.
This is the whole structure of the app.
Deliverables
Now we want to
1- Create couple of new fields for an enrollment record
2- Define 2 new admin roles with limited rights to access rails admin pages.
3- Fix 3 bugs
- forgot password system doesn't send the email
- One button should be inactive
- when clicking apply button sometimes two records are created, but it has to be only one record
4- Create a new view page for the new admin role where they can take notes with a time stamp.
This new page will get information for existing tables in the database.
