I need a script to convert short sample 4k files into a specific format for our system. The output container format must be MPEG-2 Single Program Transport Stream (.ts) The codec must be HEVC (h.265) Audio can be AAC or AC-3 (just copy) It must be CBR (Constant Bit Rate) I want to be able to create files with bitrates ranging from 11Mb to 15Mb. There are a few characteristics more than will be required.

I am interested in the task. I have experiences with ffmpeg / h.265. Actually, I am reading through carefully your proposal at second time. Update: I have read your requirements, I will need some detailed reading to the settings, so I can accepth the task with a completion time of 1 day. Ffmpeg also has the option to produce the different output streams at the same encode process. So it would be likely pratical to use.
