Need a Sharepoint developer

Problem Statement; v Client is using Excel Sheet to maintain the records of the Document Management System. v They are storing all Change Requests/documents send to top management and external parties, and subsidiaries and other depts.. v Attached Excel file is the master file, and they insert hyperlink to this excel file so that they can reach the original file. v Once the document is Approved or sent for Circular/distribution etc.. (as per the fields in the excel file) action is taken and document is released, they either keep the original file, or they will shred the file. Requirement: Ø We need to automated the process, so that each member/staff from the organization can generate his own Change Request record without going back to the individual/person who maintains these records manually. Ø The system should track the records so that; the concern members can see the records, but access to the pdf file it limited to user specific or dept. Ø Once user has created the change record form it should be connected to workflow process, so all involved parties can approve/comment/reject the document. Ø For external members, we only need to send them e-mail with final comments only. Ø Users should only view their own created records and have no access to other users records, only dept. managers and key users should have access to all change records created by all users. Ø It could be dept. specific to maintain records per dept. and the General Manager can view from his screen all change records/documents generated by all users. This customization is required on Share Point 2016.
