Magento Expert needed

I created a form in magento. It's for a pet insurance. After the customer entered all the details the data need to be written into an xml file, this xml file plus the uploaded image needs to be sent to an email address and the insurance must be added to the shopping cart. So I'm looking for a magento expert who could help me create the script who does all the job as mentioned above.
