141145 Banner system needed for site

On my web site I'm looking to do something like on this web site........................[url removed, login to view] You see how it has the wrap around banners and header. I want to do that and have back ground color on that section like a light green. ( where the blue is on [url removed, login to view] then I would like to be able to set up banners as well on the left and right on top of the green as shown on dnjournal. I need this set up and placed onto my website for me. All I want to have to do is have a control over what banners I can add & delete.

Is this something someone can do? Hope it make sense. :-)
