Quality assurance technician Employee performance review

I am trying to write my employees performance reviews based on the company four pillars: quality & integrity, superlative service, teamwork & collabration, and productivity. I need to set goals for them, but know little about where they see themselves in the future. I gave each (8) of them an employee assessment form to fill out in January, but no one return them back to me. I am assuming that they do not know what road to take because they cannot even tell me thier strength. We use Oracle to input the data for our employee performance. For example: Goal, weight, description, start date (01/23), target completion, category, status and success Criteria. All employee perform the same job functions, auidting the manufacturing process, cross training in different department , I have three senior tech who are floater, they provide a daily report. My second shift senior is great, but the other two are kind of poor when it comes to writing a report. I was promoted in this position a month ago and need help to figure out how best I can motivate my team to complete task on time with minimum mistakes.
