Build a Unity Game Wireframe

Looking to work with someone or a company to create a unity game wireframe (a template to build games on top of).
this is a top down small map based game with multiplayer (32-40 users per lobby)
Basic requirements:
User opens game, selects play, joins a server game lobby.
server game lobbies limited to 32-40 players per lobby.
around 100,000 - 1,000,000 players so the server side needs to be efficent while keeping operating costs low.
this is a multiplayer game framework so think of the concept from [login to view URL] or slither.io..
Not looking for fancy GUI just placeholder them etc.
GUI needs to be easily customizable hence "wireframe" to quickly build games ontop.
