I did something similar for the United States Golf Association, on their much coveted slope course handcap calculator. We had to use an .exe though, only way to store start time is in the body of the exe, if that makes sense, otherwise you have to write to the drive and most Windows machines disallow access outside of the current directory. If you are able to use an .exe, then I may be a good fit for you. You confidence is assuered, I never broke my oath or agreements with the USGA's secrets, happy to sign any and all documents.
