Need an application that can take emails, print & save the attachements

I need an application built that will need to have a SQL backend that can do the following: Settings: 1: Pull a list of Vendors and their email domain from Sage SQL Database and save them in the application's Vendor SQL table. This should run nightly so that any new vendor that is added to sage is added to the application database. 2: The application should save the attachments to a default path that we set in the Application Settings database table such as \\server\AP\%YEAR%\%VENDORNAME%\ 3: We can set the default printer for the application. How the program should work: 1: Monitor an Office365 Inbox for vendor invoices. 2: When new email arrives, check the from domain to see if it matches a vendor domain in the Vendor table. If it is a match, continue to step 3. If it's not a match, go to **NoMatch below. 3: If a match, log the email in the applications email table (we don't need the email contents, just the basic header info such as date/time, from, to, subject) 4: Print the attachment(s) and mark the record in the email table as printed if it successfully prints. For that email table ID, log the record in a print table that has the date/time printed and the name of the attachment. Should be a record for each attachment. 5: Once the attachment(s) is printed, save the attachment in the vendors folder and mark the record in the email table as saved if it successfully saves. For that email table ID, log the record in a saved table that has the date/time saved and the name of the attachment. Should be a record for each attachment. *Note, the save should never overwrite a file. If a file with that name already exist it should add a (#) behind the file name such as file(02).pdf 6: Once both the attachment(s) are printed and saved, move the email from the Inbox folder to a Processed folder in Office365. **NoMatch: If there is an email that doesn't match a vendor domain, the application should log the email in a NoMatch table and move the email from the Inbox folder to a NoMatch folder in Office365. No Match screen: The application should have a window that shows no matches that we can review and mark as "reviewed" that takes them out of the list. The application should run on the server but we need a client that can be installed on user PCs as well so that they can monitor the NoMatch results. This project is needing to be completed fast so please do not bid if you don't understand what's needing to be done.
