For OC3 + Journal 3, the cleanest approach is a custom event/observer that fires on session start, checks the visitor IP against MaxMind's GeoLite2 database, and sets the language if they haven't already chosen one manually. Journal 3 has its own routing layer that can interfere with standard OC language switching, so I'd test that specifically and account for it.
