110193 Website Design Needed

Hello, I need a website designed and I do need it designed well. I have attached a screenshot of something somewhat similar to what I want. You are expected to redesign EVERYTHING, but it should work as a guide for colors (but do whatever you want with the link menus), layout, and 'feel'. Requirements 1) Speed is first priority. Keep the file size down, as few images as possible, etc. Very important. 2) Write good code. Must be 100% w3 compliant. Use CSS, etc. 3) Must be as Search Engine friendly as possible. 4) Must look incredibly good and professionally-produced. 5) I want to use includes for a [login to view URL] and [login to view URL] file, so build your design using includes for the header and footer. The header should stop where the gray line is on the sample. 6) Don't use a template. If I wanted one I'd go to TemplateMonster. 7) Change the page background. I hate that color, but didn't know what else would look good. 8) I will own all rights to your work. 9) I need both a front page (the bulk of your design work), and a page with just the header and footer and white space in between where I can place text and create new pages. 10) I want to see a mock up before I select you. 11) Payment on completion of work to my satisfaction. 12) I need this done FAST...but it shouldn't take long. 13) Must look AWESOME! :) Happy bidding!
